Hiscock & Barclay Expands NYS Platform by Combining with Davidson & O'Mara in the Southern Tier

Syracuse, New York - January 7, 2014 - Hiscock & Barclay, LLP today announced its combination with the attorneys and staff of Davidson & O'Mara, P.C., effective January 1, 2014, and the opening of an office in Elmira, New York. The deal will bring Hiscock & Barclay to 210 lawyers and 10 offices.

Davidson & O'Mara, a well-respected, seven-lawyer firm in New York's Southern Tier, was founded in 1977 by Bates Davidson and John O'Mara. Over the ensuing 35 years, the firm developed a statewide client base representing major corporations, mid-size companies, municipalities, and individuals doing business in the region and seeking expertise in the areas of litigation, public law, labor & employment, real estate, commercial law, and healthcare. The firm is well known and respected for its expertise in state and local government operations.

Joining Hiscock & Barclay are Thomas F. O'Mara and Bryan J. Maggs, as Partners, John F. O'Mara and Rance P. Reynolds, Jr., as Of Counsel, as well as three Associate attorneys.

John O'Mara's professional experience is as vast as it is impressive, including serving as District Attorney of Chemung County, New York (1968-1973); Judge of the New York State Court of Claims (1973-1976); County Attorney for Chemung County, New York (1983-1989); General Counsel for New York State Association of Counties (1993); Special Counsel to New York State Governor George Pataki (1995); Commissioner and Chairman of the New York State Public Service Commission (1995-1998); and Member and Chairman of the Commission on Judicial Nomination (1995-2009).

Rance Reynolds is a 43-year veteran of the legal community and one of the top trial lawyers in the region. Over the years, he has held various government positions including Counsel to the New York State Senate Social Services Committee and Senator William Smith, Chemung County Attorney, Chief Trial Attorney for the Chemung County District Attorney, Member of the Judicial Nominating Committee for the Appellate Division Third Department, and currently is a member of the Committee on Professional Standards for the Third Department.

Tom O'Mara currently serves as a New York State Senator representing the 58th Senate District, while Maggs serves as the Chemung County Attorney and as a JAG Officer (Major) in the U.S. Army Reserves.
