Barclay Damon Adds Environmental, Energy, and Project Development Partner Frank C. Pavia to Rochester Office

Barclay Damon announces that Frank C. Pavia has joined Barclay Damon’s Rochester office as a partner in the Environmental, Project Development, Land Use & Zoning, and Energy Practice Areas. Pavia was previously a partner at Harris Beach for 16 years, where he served as chair of its Environmental Practice Group.

Pavia provides all aspects of legal services in the areas of project development, environmental, and land use and zoning to private companies, developers, economic development agencies, and municipalities throughout New York State for a variety of projects. He has represented clients in the development, acquisition, and management of renewable energy projects, including wind, solar, and biomass. He handles all aspects of environmental and land use litigation before federal, state, and local courts, including CERCLA cost recovery actions, local zoning enforcement cases, New York petroleum spill claims, and Article 78 proceedings regarding SEQRA and zoning matters. Pavia also has extensive experience with administrative permitting proceedings before the US EPA and the NYS Department of Environmental Conservation concerning brownfields; wetlands; inactive hazardous and solid waste facilities; remedial cleanups; and Resource Conservation and Recovery Act, Clean Water Act, Clean Air Act, and Safe Drinking Water Act compliance.
