Bill brings to his practice deep knowledge of the procedural requirements faced by parties in administrative hearings before New York State regulatory agencies dealing with complex Medicaid payment, qualification, and coverage issues involving pharmacies, nursing homes, human services agencies, and medical professionals.
He focuses his practice on representing health care providers in administrative proceedings, hearings, and appeals regarding regulatory and compliance matters before federal and state regulatory agencies, including the NYS Office of the Medicaid Inspector General (OMIG). Bill’s clients include physicians, nursing homes, dentists, hospitals, and other care providers enrolled in Medicaid.
Bill has 30-plus years of experience in New York State government in both the legislative and executive branches. For the last 12 years of his state service, Bill focused primarily on Medicaid issues during his time as a senior attorney at OMIG and as an administrative law judge at the Office of Temporary and Disability Assistance (OTDA).
While at OTDA, Bill heard a wide spectrum of cases that included qualification and coverage for Medicaid benefits. Many of the Medicaid cases he heard dealt with income and resources that impacted qualification for Chronic Care Medicaid coverage, such as transfer of assets and excess resources.
During his time at OMIG, Bill represented the agency in audits of nursing homes, pharmacies, drug and alcohol rehabilitation facilities, medical professionals, transportation providers, and assisted living programs (ALPs). He also represented OMIG in matters dealing with the exclusion of providers from the Medicaid program.
