Overview

Biography

With over 15 years of legal experience in health care law, compliance, and risk management, Meghan represents health care practitioners in regulatory and litigation matters. Her clients include individual practitioners, owners, administrators, executives, directors, and employees of health care practices and health care-related facilities, including physicians, licensed medical personnel, hospitals, and clinics. 

Meghan has extensive experience assessing and advising on health care regulatory matters, including the federal No Surprises Act, Stark Law, Anti-Kickback Statute, Medicare, Medicaid, HIPAA, EMTALA, HCQIA, NYS PHL Article 28, and other statutes; licensing issues; professional conduct; scope of practice; employee discipline matters; medical staff issues; health care proxy and surrogate issues; and employment contracts. She assists clients in developing and implementing internal policies to ensure compliance with regulatory standards and consistency across organizations. Meghan has managed acquisitions, joint ventures, and divestitures, overseeing all phases from the letter of intent to closing, while ensuring regulatory adherence.

In addition to her experience with transactional matters, Meghan provides strategic legal guidance for new business lines, addressing regulatory, operational, and intellectual property considerations. She has successfully formed and managed professional corporations and LLCs, handling regulatory filings, governance documentation, and serving as corporate secretary. She negotiates a wide array of contracts, including employment agreements, vendor partnerships, and third-party payer arrangements, to ensure her clients’ interests are protected.

Experience

Representative Experience

  • Prepared for and executed the legal and compliance components of a planned physical move and merger of two hospital facilities into a newly constructed hospital facility.
  • Completed multiple medical practice acquisitions.
  • Led a large health care system’s efforts to interpret and build an internal system to comply with the Federal No Surprises Act as well as similar state statutes.
  • Served as the lead attorney for an urgent care medical practice that rapidly grew from eight sites in a single state to 125 sites across five states.
  • Helped guide a client through a successful campaign against an RC representation petition.  
  • Assisted a corporate health care client with interpreting and complying with COVID-19 requirements for testing patients and reporting results.  
  • Negotiated a multi-million electronic medical record system agreement. 
  • Handled the formation of multiple friendly PCs and LLCs and prepared nonclinical management service agreements.
  • Assisted in the formation and licensing of a new adult care facility.
  • Advises on physician discipline, professional conduct, and employment matters as well as nonphysician employee matters.
  • Provides guidance to compliance and risk professionals.
