Overview

Biography

Matt primarily concentrates his practice on counseling individuals and businesses, both large and small, in land use and development matters. He has appeared before hundreds of municipal boards throughout New York State. Matt’s practice includes a specific focus on representing wireless telecommunications providers and tower companies in the acquisition of land use and zoning approvals.  He has also served as special counsel to several municipalities on zoning-compliance matters concerning numerous development projects, including “big box” developments.

Matt additionally counsels clients, including numerous governmental agencies and school districts, on compliance requirements associated with local and state laws, including the State Environmental Quality Review Act (SEQRA), the Open Meetings Law, and the Freedom of Information Law. He also has extensive experience performing environmental due diligence for transactions of all sizes and assisting with the transfer and acquisition of necessary local and state permits and licenses, including environmental approvals.

Experience

Representative Experience

  • Represented numerous FCC-licensed  wireless providers and national tower-infrastructure companies in land use and development matters resulting in the acquisition of hundreds of zoning and land-use approvals.
  • Represented an international public utility in the siting of electric-generating stations in New York State.
  • Served as town attorney for a local municipality for several years and advised the client on an array of municipal governance, legislative, land-use, and zoning issues, including the development and adoption of a new zoning code.
  • Conducted environmental due diligence and handled the transfer and acquisition of all required environmental permits for a wholesale power-generating client in the asset sale of 71 hydroelectric-generating facilities and a 100MW co-generation facility for $874 million as well as a $975 million stock sale of a 1,280MW fuel-oil and natural-gas plant located in New York City.
