Gregor N. Macmillan has joined Hiscock & Barclay's Albany office as Of Counsel. Macmillan is the former Director of the Bureau of Health Insurance Programs in the Division of Legal Affairs for the New York State Department of Health. He brings to the Firm a wealth of experience with New York State health care programs, including audits, fraud investigations, policy guidance, defense of state and federal litigation, and drafting of state legislation, regulations and budget initiatives.
As a member of the Firm's Health Care & Human Services Practice area, Macmillan will represent clients on health care issues, including audit, fraud and abuse, reimbursement, corporate compliance, and public health care policy. For the last 30 years, Mr. Macmillan held various administrative/legal positions with a variety of divisions at the State Department of Health and before that with the State Department of Social Services. In his most recent capacity as Bureau Director of Health Insurance Programs in the Division of Legal Affairs, he was responsible for the supervision of legal work related to Medicaid, Family Health Plus, Child Health Plus, the Elderly Pharmaceutical Insurance Coverage Program, Managed Care Programs, as well as providing general program advice and counsel to the Department of Health.Macmillan also worked closely with the Office of Deputy Attorney General for Medicaid Fraud Control (MFCU), Office of the Medicaid Inspector General (OMIG), and various federal health care agencies.
Macmillan is a graduate of Albany Law School of Union University (J.D., 1977) and the State University of New York at Albany (B.A., 1974). He is a frequent Continuing Legal Education lecturer on the topics of public health care program financing, audit, fraud and abuse and long-term care and will be joining the panel of speakers at the Firm's upcoming webinar "New York Medicaid Redesign Law" on May 11, 2011.
