Matt counsels individuals and businesses in a wide array of land use and development matters with a focus on representing wireless telecommunications providers and tower companies in the acquisition of land use and zoning approvals throughout New York State. Matt has served as special counsel to several municipalities on zoning compliance matters concerning numerous development projects, including "big box" developments. He counsels clients regarding compliance with the requirements of the NYS Environmental Quality Review Act (SEQRA). Matt routinely supports our Environmental and Real Estate Practice Areas by performing environmental due diligence for transactions of all sizes and assisting with the transfer and acquisition of necessary environmental permits and licenses.

Representative Experience

  • Represented an international public utility in the siting of electric-generating stations in New York State. 
  • Representea national tower infrastructure companies in zoning and permitting matters in NYS.
  • Served as town attorney for a local municipality for several years and advised the client on a wide array of municipal governance, legislative, land use, and zoning issues, including the development and adoption of a new zoning code.
  • Conducted environmental due diligence and handled the transfer and/or acquisition of all required environmental permits for a wholesale power generating client in the asset sale of 71 hydroelectric-generating facilities and a 100MW co-generation facility for $874 million, as well as a $975 million stock sale of a 1,280MW fuel oil and natural gas plant located in New York City.
